Update: On May 9th, 2024, the WETA Board approved the Service Vision and Expansion Policy, which was informed by almost two years of community and stakeholder engagement. The Service Vision and Expansion Policy is summarized below.

Final Service Vision & Expansion Policy

The WETA 2050 Service Vision will grow the ferry network to improve regional connectivity, emergency response and community connections in an equitable, environmentally sustainable, and fiscally responsible manner.

Four new proposed services are identified as near-term Tier 1 expansion opportunities:

  • Berkeley

  • Mission Bay (San Francisco)

  • Redwood City

  • Treasure Island (San Francisco)

Tier 2 expansion opportunities identified for further exploration include:

  • Carquinez Strait communities such as Martinez, Pittsburg and Antioch

  • Hercules

  • Direct East Bay-Marin County service

  • Foster City

  • Additional routes serving South San Francisco

  • Frequent service between Alameda and Oakland

The policy also commits the agency to developing a Pilot Service Program to help assess new markets and technology for opportunities that do not yet meet expansion criteria. The proposed expansion would further extend the agency’s critical emergency water transit capabilities.

Expansion Policy

The expansion policy includes a number of requirements and commitments for all new expansion projects through 2050. The policy is summarized below.

Requirements

All potential future projects must demonstrate (through a feasibility study and business plan) that they will meet the specific requirements and criteria before WETA’s planning and development process begins. Requirements include financial sustainability, environmental sustainability, service minimums, and fares that align with WETA’s policies.

Commitments

For system expansion and enhancement projects that meet each of the above requirements, WETA commits to the following: vessel procurement, operational and maintenance facilities, terminal construction, operation and maintenance, terminal access, transit-supportive land uses, and emergency response.

Background

The 2050 Service Vision with input from agency stakeholders, the public, and other parties with an interest in the future of the agency to inform the effort. Based on this input, WETA developed a series of service expansion concepts that were evaluated against a set of possible futures. Based on this evaluation, WETA identified a preferred Service Vision that is resilient to whatever the future may hold, including future ferry expansion efforts, prioritizing the use of limited funds, identifying resource needs, and helping to build a broad coalition to advocate for future investment in the regional ferry network.
